The size of testes is measured by volume. A teste is cupped in one hand and compared with a range of different sizes of oval wooden or plastic beads on a string, this device is called an orchidometer. Before puberty a boy's testes have an average size of 1 to 3 ml each. Once a size of 4ml has been reach puberty is considered to have started. Adult testes have avolume of 12 to 25 ml for each teste. At 13 a boy is likely to have stated puberty,, as the average to start it is around 12 or 13, so a volume of around 3 to 5 ml per testes is most likely. Obviously boys who have started puberty earlier or later than 13 might have smaller or larger testes than this. Boys who start puberty at any age from 9 years old up to the late teens are still within the the normal range of ages.
