You can't tell that someone has aids by their looks. A blood test is needed to determine HIV infection.

The only way ... may I repeat this, only way ... to find out if someone has AIDS is by a blood test. Some symptoms may include a persistent cough, lesions and rapid weight loss. However, these are only general symptoms which can also be attributable to tuberculosis, the common cold or even leprosy. Blood tests are the only way to diagnose AIDS or presence of HIV. Some people with AIDS may not show any symptoms whatsoever.

That is the problem with AIDS or any STD; most of the time you can't tell if they have the disease.

There are several different blood tests which detect the presence of HIV.

However, not all people who have HIV develop AIDS. HIV can be dormant for a long period of time, before it begins to cause the active problems that send a person into the full expression of AIDS (as an active disease). There are certain markers for what constitute actually having an active case of AIDS, but the line between where one crosses from being merely HIV-infected, and having a full-blown AIDS case is a bit of a fuzzy one.
