Zapdos can be found right outside the Power plant, that lays west from cerulean city. However, you have to catch Lugia first, since the three birds wont appear until then. You better have many ultra balls in your bag, Zapdos is really hard to catch!
I don't have Zapdos, sorry, but I know how to get him.
1. Get acess to Kanto. You can go to Kanto after you beat Lance.
2. Go to the Power Plant. Then I think you fix the magnet train and probably wait till next day.
3. Return to the Power Plant, and there is Zapdos!
* A Pokemon with Surf is required.
* Like I said, I'm not sure. I got Soul Silver AND haven't caught the birds and it was long ago when my sister got Zapdos.
