Even when done by a qualified medical practitioner, it is Very painful.

Even when done by a qualified medical practitioner, it will be two weeks before even YOU can stand to touch it because of the pain and as for sexual relations....you are going to be celibate for many weeks.

The frenulum is there for one thing to cause the foreskin to move back over the glans penis when there is no erection. The glans penis ire covered like the inner foreskin with a mucosal lining rich in nerves that plays an important part in sexual stimulation. Without this protection the surface of the glans will dry out and become hard and less sensitive or less functional. If the frenulum needs attention it should be done with the advice of and by a trained medical person after due consultation. not in order to look like a person that has been genitally mutilated with male circumcision.

This ouches me to think about! Yes, a penis can be cut off. But this would only be done if medically necessary and in an operating room. If done any other way, the male could die or have lifelong problems.
