Go to Vermillion City to the Pokemon Fan club and talk to the man sitting next to the clefairy doll. he will give you the doll to take back to Copycat. when u leave the club house Steven will talk to you. Telling about either Latias(HG) or Latios(SS) being in Kanto. After he is done go give the doll to CopyCat. She will thank you and give you a rail pass. After go straight to Silph Co. with up to 5 Pokemon. when you enter Silph Co. to the far right should be Steven. Talk to him and he should ask you to pick a color. Red, Green, or Blue. (Red= Torchic, Green= Treeko, and Blue = Mudkip) he will give you the Pokemon based upon the color you choose. It will be Lv. 5 hope this helps
