After awhile, the dragon master, in dragons den, they will give you a dratini. Then you can evolve it, at lvl. 30 or 15, I'm not sure. Or, use a good or super rod, and what I did, was use surf in dragons den, went to a whirlpool, and used my rod in there. When I pulled, it was either dratini or dragon air, so that's another way.
