there are steps involved for Zapdos you go and recieve the missing part from the Cerulean gym then you return it to Power plant.Later Zapdos will be there (Power plant). Articuno should be deep in Sea Foam Islands. Moltres is in the Mt Silver cave (i dont remember what steps are involved).Please recommend.
