If you had normal periods at the time of puberty and they stopped at 14, there is a medical reason why. Either you exercise so much that your ovaries shut down, easily reversed by cutting back on sports or exercising or if at 14 you lost a lot of weight so your ovaries shut down again easy fix, gain some weight both of these should start your ovaries working and your period to return. The same can happen from gaining a lot of weight, the fix would be to go on a healthy diet.
If none of these apply you need to be seen by a gynecologist and/or a endocrinologist. The gyn doc can tell you if all your girl parts are healthy. The endocrinologist is a Doctor Who specializes in hormones and thyroids and such. She can tell you what is out of balance with your hormones and what to do to get things working correctly.
Chances are you are not ovulating and that is why your not menstruating.
If you ovulate, your period will soon follow. There are kits you can buy at the drug store that can estimate the probability that you're ovulating, but if you haven't started your period yet (it can take a year to return, maybe more after being on Depo for so long) then the kit is useless. So, the return of your period is the best indicator.
If you don't have your period you are not ovulating so no. However, if you are menopausal it can take years until it's over so it depends on for how long you have not had your period.

painfull for me and took 2 years to get it back and not ovulating for atleast 1 - 2 years. I have problems now because of it but every one is diffrent but on average it takes 1-2 years for a real period to regulate back to normal
