You likely dont have access to the tools to make silicone gels. The next best thing, would be actual Gelatin. The movie industry has used gelatin for prosthetic appliances since the first monster movie. The problem they have has however is that gelatin absorbs water out of the air, and loses water in dry air, causing it to grow and shrink over time. Not that having your prosthetic breasts getting bigger is a bad thing... Gelatin is also prone to melting in hot environments, and will eventually start to smell like rotting flesh as bacteria invade it. BUT! The movie industry has been fighting these problems for a long time. Here is one recipe that mostly overcomes those problems
