If you are 3 weeks from conception you are 5 weeks pregnant and you need to visit a doctor at a clinic like Planned Parenthood to discuss your options. You can have a medical abortion up to the 9th week and after that a surgical one. To have a safe and legal abortion you have to see a doctor.

At up to 7 weeks, typically, via a procedure called Manual Vacuum Aspiration. A thin vacuum line is inserted and the tissue removed in this way. Alternately, the RU486 Mifepristone pill is workable at three weeks. This usually takes 3 visits to the doctor's office. Both of these procedures are clinically safe to the mother, mostly painless, and performed on an out patient basis.

Normally they will want to wait until week 5-6 so they can see the pregnancy on ultrasound to make sure it works. Before 10 weeks you can abort with medicine or suction. See your doctor for that.
