Some drugs are entered to the body system using needles. When these needles are shared among people who have STD, one who did not have a STD can get infected through the circulatory system. It also depends on the nature of each STD.

Because they lower your inhibitions and make it more likely you'll engage in risky practices like unprotected sex with multiple partners.

Taking some drugs will compromise your immune system which will make you more susceptible to catching a STD.
