a lightning strike is a surge of power. a surge protector is used so the surge protector blows up instead of your pc. Sags and Brownouts are not my strong point, but i think its possible to get an electricity cleaner. the best tool to use, is a UPS (uninteruptable power supply).

A UPS also serves to "even out" fluctuations in voltage, which are fairly common - most S/Ps do not do this.
