Unfortunately, a fetus does not yet have a fully developed liver, and as it shares its blood supply with the mother - cannot process the alcohol, causing damage to their internal organs [which are only just started to develop.]
Smoking is worse for a child. Though some may believe it is all the chemicals...the real problem lies with the Carbon monoxide that comes with smoking. The blood prefers to carbon monoxide over oxygen... A developing fetus has different blood cells than ours, and its blood is more likely to stick to carbon monoxide [which is deadly and poisonous.]
