Since all flood water (from various sources) tends to mix together in areas of flooding, a huge amount of germs can be spread very efficiently over a large vicinity. A secondary issue is that bacteria, molds etc... require water and dampness in order to multiply effectively; flooding allows them not just to spread, but also to multiply.
