I am a parent and have a teenage son and i want him chemically castrated how can I do this?
It does not matter what state u live in in the usa, without a doctors order to do this it is considered felony child abuse, and several other major criminal charges.
In some instances, if the child has been involved in criminal issues, it would also require a court order. You cant just up and do this. I suspect that there are major issues going on here you have not mentioned, and that's ok...

I did some looking around for you about chemical castration, the effects takes a few days up to a couple weeks to be effective and depending on whether you are looking to calm a high sex drive or knock it out completely, it is possible with the right dose of drugs.
It is not a good idea for young teenagers to receive this treatment, unless you are hoping to end up a eunuch. It will chemically stop sexual maturation and in doing so causes the male to stop maturing socially too.
