They are dead skin from your hair follicles and regular daily exfoliation gets rid of them which is basically washing the areas with a clean rough flannel working in firm circular movements back and forth using either an exfoliating creme or gel or plain soap
On the other hand, you may have keratosis pilaris. There are several moisturizers that can help to keep it under control. Try a large bottle of Gold Bond Ultimate Lotion or Cetaphil Moisturizing Cream for an inexpensive treatment. Both are available at Walgreen's and CVS. Use it every day all over but especially on the affected areas. After one month you should know if it works for you. If not then do some online research on the condition for more options. Different moisturizers work for different people. Inexpensive, oily moisturizers, many national brands, may exacerbate the situation. See the link below.

Well pimples and acne can be caused by a lot if things like rubbing your face a lot or spending to much time in the sun or not washing your face or stress and unhealthy eating and a lot of more things
They could be a number of things. they might just be acne, things such as pimples or something. if they are little bumps that are smaller than zits, then it could be Heat Rash, which is nothing serious. if they are bubble like it could be a cyst.

Well first things first, definitely DONT squeeze or pop them. That would not be good for your lips. If you are a child, tell your parents and see what they have to say about it. If you're and adult, just go to the doctor or a dermatologist (a skin doctor) and ask them what they think is best for it. Hope that helped!! :)
Please think a little more about what it is you need to know, then ask the question in way that it can be answered.
