The reason bleach is effective at killing bacteria is because it is very basic, it has a PH of 11.7 on the PH table which goes from 0 to 14. Lower is acidic, higher is basic, each number is an order of magnitude difference from the previous number. Water is neutral and in the middle at 7. all living things have a bounds within this range that they can survive in. This is true with temperatures as well, think about how humans don't survive well at 200 degrees or -200 degrees, but somewhere in the middle there is a range in which we can live. This is true for PH levels as well. To answer your question, if hypothetically humans could thrive with PH levels much higher than those of bacteria, have blood with a PH of say 11.7 for example, and bacteria were not able to survive in this environment, then the bacteria dies.

You are definitely on to the right track, finding an environment in which humans can live and viruses and dangerous bacteria cannot may lead to breakthrough ideas and possible solutions. However, I think if humans had a wider PH bounds than HIV, we would be using that weakness of the virus against it already. Human blood has a PH of 7.35-7.45, I don't know what PH level it would take to kill a person or HIV for that matter, but even if a PH difference could be used, its not likely that bleach would be the optimal chemical to do this.
