Child rates vary, and the development of the female is not complete until at least 18. By all means, get the child proper undergarments and monitor her band size. Perhaps within a year she will have added rib size to accomodate her breast size. Pay attention to her moods closely to see if she is being teased about her unusual bosom and show her how to dress to minimize the appearance. Over shirts and other minimizing strategies will help. Discuss this issue with her pediatrician should it concern you further.
