For the most part, basic life support cannot perform invasive procedures, ALS can. ALS is trained in starting IVs, some pharmacology, along with numerous other interventions. ALS increases the chances of survival in critical patients because ALS can simply do more than BLS.
ALS stands for Advanced Life Support and goes beyond the BLS (Basic Life Support, which is CPR for the professional rescuer). ALS, or ACLS as is sometimes termed, includes intubation, reading sinus rhythm's, and administration of drugs.

This depends on the type of ambulance and the area it is operating in. Ambulances are either basic life support (BLS) or advanced life support (ALS). BLS trucks have EMT-basics instead of paramedics. ALS trucks legally must have one paramedic on board, and either an emt-basic in a rural setting, or a second paramedic in a metropolitan area. However, it is all up to the agency staffing the ambulance.

Cadillac sells a small compact executive car in Europe call the BLS. Other than that I know of no other use of this.
It's not all that much cheaper for non-emergency, apparently. A BLS amublance for non-emergency transportation isn't too much cheaper than an ALS ambulance that's used in critical cases.
