and Some hu are 16 are still in there B Cup, some women dont even grow that big

My friend is 13 and she is a 38C . And at schoool alot of boys stare at her.

You're 13 and only really getting into puberty. If you don't think you're big enough there's still a good chance you'll grow.

It depends on the size of the 14 year old girl in question. Some girls reach maturity sooner than others, and by the age of 14 may have womanly curves and well developed breasts.

Whereas others may still have girlish figures at the age of 14 and small breasts. They may not develop fully for a few more years.
