No. the normal body temperature is 98.6 F or 37.0 celcius. variation from that w/in 1 degree is considered normal. if a person is symptomatic with an illness or medical condition the rules change. (if one is suffering from hypothermia there temp is watched more closely and they will want as get as high as possible to 98.6 F. if one has a cold and they're temp is 99.9, this may be considered a low grade fever. however if that same person's usual body temp runs 99.2, then 99.9 would not be considered a fever.) 98.7 F is never considered a fever.
