It isn't something you should worry about or be ashamed of and what is "normal" varies greatly but having an exceptionally hairy shaft particularly when erect can be a complication of circumcision (particularly infant circumcision before the penis is fully grown which is not medically necessary)

Some men who are uncircumcised do have quite a lot of hair extending up the inner side, that is the body side of their penis, however, unlike men with circumcised penises, this hair does not cause any problem when making love as the hair follicles do not cause chafing in the vagina, I have always had a hairy uncircumcised penis and it never caused any problems when I made love to my wife.
