Absolutely not - most people who get shot are in terrible pain, though they go into shock fairly quickly depending on the area of the wound and any vital organs damaged. Reports of those who "don't feel pain" when shot are usually exaggerated and refer to those in too much shock for their brain to really register what's happening, but the pain is there nonetheless. Eventually when the shock wears off, the pain will hit the brain and register.

The body's endorphines can only do so much, and even then level at which pain is felt in each person is perceived differently based on the person's prior experience with pain, known as their Pain Threshold. For people who have a very high Pain Threshold, myself included, it can take a lot of pain before it feels uncomfortable or excruciating, where the same amount of pain in another person with a much lower threshold might pass out at the same level.
