no
I am not sure waht you mean. Before puberty boys scrotums and testes are usually held tight up against the body. During puberty boys testes get larger so that they can begin to produce sperm. Testes produce sperm better if they are slightly cooler than the rest of the body. A boy's scrotum also gets larger during puberty to hold the bigger testes and to move them away from the heat of the body. the end result is that boys scrotums hang down during and after puberty. This process has been nicknamed "balls dropping." There is not usually any swelling of anything involved in this process. Could you be a little more specific and say what body part has swelled?
The balls (testis) are inside the scrotum (the sack) . The testis grow bigger during puberty. So it means that you are yet to hit puberty if you have small testis. Puberty usually starts at ages 14-15. Puberty averages to start at 12-13 for boys. It just means you have not reached the stage where your testicles start to increase in size yet. Puberty averages 6 years for boys so you have plenty of time yet.

Boys typically begin to experience growth in their testicles and scrotum, known as testicular development, during puberty, which usually starts between ages 9 and 14. This is often one of the first signs of puberty, followed by other changes such as penile growth and the development of pubic hair. The timing can vary significantly between individuals.
During puberty, some boys become very irritable. Some become aggressive and disrespectful. All this is caused by hormonal imbalance
Boys go through puberty too, so they don't mind
Yes, but they still may not be as much into boys as boys are into them.
