Any chemical or experience that is capable of mood-altering is potentially addictive under the right circumstances.

Sugar is definitely mood-altering. It affects our blood sugar levels, which directly affect the brain's functioning. For some people, it creates a temporary feeling of wellbeing. For these folks, it is extremely dangerous because of its high caloric content which leads to obesity. Obesity is a major risk factor for Diabetes, which will be exacerbated by the rising and falling blood sugar, along with cardiovascular disease, bone and joint problems, and a host of other things.
