Truthfully, there is no way to tell. Any suicide that leaves no note, leads to pure speculation, and the vast majority of speculation leads to wrong conclusions. Typically, people who are bullied who eventually commit suicide have greater issues to deal with than simply the bullying.
Depends a lot on ones society. America, Europe and most Western countries feel that suicide is a crime, at least in the moral or religious sense. Other cultures however aren't in agreement.
