Everyone matures at different rates. Your size has a multitude of factors such as hereditary, percentage of body fat...I wouldn't be too concerned with how average you are, just as long as you are happy.

well it may be a bit larger size then other girls that age may be wearing, but no size is too big or small and every body has a different body type, so its normal to grow at different rates

Yeah It is normal! Im only 13 and have a 32A and Im Flat as well I found out its all normal.
