A lot of chest exercise may increase the size of the muscles underneath your breasts but not the actual breast tissue. Why? Breasts are made up of fat and tissue. Exercise will not make them bigger.
Exercise will, however, make muscle bigger, and could increase the muscles your breasts rest on, giving an overall appearance of making them seem a little larger. But, you can't increase fat size by exercise.
There are, however, various massage techniques which appear to have much greater results.

Breast size will only potentially decrease from exercise if there is fat loss. Breasts are mostly fatty tissue. Exercise sometimes decreases body fat, decrease in body fat may in turn reduce breast size. If the exercise does not incur fat loss, breast size will not be reduced by it.
