Is there a possibility of a 11 year old boy exposing himself to his much younger cousin and asking her to touch him when boys go through puberty being normal behavior?

Yes, while it is not something to be encouraged it is to some extent understandable. At puberty the body of a boy is suddenly flooded by sex hormones and he finds that he can't stop thinking of sex, he also keeps getting erections. It is hardly surprising if a boy then tries to engineer situations in which he can try to act out some of his unfocused sexual longing. A word to the effect that it isn't right to try and take advantage of younger chioldren wouldn't go amiss, he'd be better of sticking to masturbation or experimenting with friends of his own age.
