I wouldn't call it discrimination because if a person doesn't have the means to get proper oral hygiene then there's no reason to discriminate. But if a person who has the capability to bathe, brush their teeth regularly, and wear clean clothes, yet disregards the rights of other people to enjoy a breathe of fresh air, then that's a probable ground for someone to show aloofness or discrimination towards that person.
