Unless you have reached 16 and not started puberty then there is no problem. Some boys are late developers and some early so there is a big range in growth rates among boys of the same age. Most boys catch up eventually and you would never know. Obviously, if you are this age then it would be a good idea to seek your Doctors advice about it if you are certain you have not begun yet. Your doctor can prescibe a course of hormone treatment if needed.
Also I am wondering why you think you have not hit puberty yet ! If you have signs of pubic hair growing on or around your genitals and your penis and testicles are starting to grow bigger then you have started and there is nothing to worry about.
