There will be a positive and negative effect on you. The black hair vs. pale skin, is quite a contrast and will be quite noticable. However, it might not look bad. BUT the black hair will make your blue eyes POP and make them more noticable. I think you should go for it.

hmmm... i agree, my friend has blue eyes and dyed black hair and it looks great on her, the darkness in hair really makes blue eyes stand out. however, if you do have really pale skin then i do not suggest dyeing your hair black, it will bring out the difference in colour between your face and hair and make you look like one of the three:
1: Ghost
2: Dead person
3: Emo
unless you want one of the above, then i would probably not suggest dyeing your hair black. if you really want it though, try some temporary dye and see how it looks before you use the permanent stuff.
