Well - if you have tiny boobs, then yes, by all means you can if you want. I'm only eleven and I'm humiliated by the size of my boobs so I stuff my bra with socks. It's your choice whether you want to or not - and if you do, here's a tip: NEVER stuff your bra with tissues. It leaves red marks and - the worst part - it really itches. You don't want to be caught itching, believe me!
If you're a bit put off about the stuffing, then ask your mum to buy you some padded Bras. It makes your boobs look much bigger. Don't worry if you're a bit embarrassed - I want to ask my mum the same question but I just can't bring myself to it! You're not alone - loads of girls at your age stuff their bras, or wear padded ones.

Well if he already knows, then he knows. There is no changing that. There is also no reason to stuff your bra. You should not be ashamed of the size of your body. Try getting bras that have extra padding or push up bras that can make them appear bigger, but stuffing your bra can set you up for too much risk of embarrassment.
