It appears that you have a localized batch of follicultis, which is a superficial infection of the hair follicles. Many times, the body will heal itself of this, by applying some war wet compresses the area a few times a day. However, occasionally, the infection may go down deeper, in which case you'll need ot have the areas drained and be placed on an antibiotic. In that locaiton, it's possible that you are resting your arm a lot on an objecct, causing the germs that are ON the skin to be pushed INTO the skin.
