Essentially, any foods with carbohydrates will raise blood sugar. This is why aside of cutting out all sources of sugar (aside of the occasional small "cheat"), an endocrinologist will recommed a low carb diet for a Type 2 Diabetic such as myself.

I can't say I've come across a specific food that will actually lower blood sugar, however there are several high in fiber such as lima beans, oatmeal, the acidic properties of vinegar, foods rich in magnesium such as spinach and almonds.
