The heart has two top chambers called atria that receive blood from the body on the right side and from the lungs on the left side, and two bottom, muscular chambers that pump blood to the lungs and body respectively.

There is a rate control center in the right atrium that tells the atria to beat first and then, after a small delay, the ventricles to beat. So all the chambers beat at the same rate under normal conditions.

If there is a problem with the conduction (i.e. the communication system) between the atria and ventricles, the ventricles may not get all the messages to beat and will be slower...

In some patients the ventricles may decide to start beating faster than the atria but this is very abnormal...
