Go to Pallet Town in Kanto and surf all the way down, at Cinnabar Blue is standing there and you have to beat Blaine the Seventh gym to battle Blue. Blaine is right off Cinnabar, you have to use surf to get there (hes in the cave, go up the ladder to fight him, go down the stairs if you want to catch Articuno)
