Goiter is a hypothyroid condition caused by iodine deficiency. Because of widespread goiter in landlocked midwestern states, in the past, iodine was included in table salt. This is why salt - for sale in grocery stores today - still says "iodized salt" (although it may be bought without iodine, as well).
There are various different causes of a goiter:
Colloid nodular goiters are also known as endemic goiters. They are usually caused by not getting enough iodine in the diet.
Hyperplasia of the Thyroid gland occurs as a result of dyshormonogenic goiter, endemic goiter, Graves' disease, or due to multinodular goiter.

Goiter is cause by a lack of Iodine in the body. It causes the thyroid to become enlarged.

Toxic goiter, on the other hand, is caused by exactly the opposite condition, overproduction of thyroxine. Oddly enough, both can often be treated by the administration of iodine in one form or another.
