Well, If it is generalized (more than 2 or 3 teeth) then it is probably periodontal disease. Either chronic in nature, or acute in nature. If it came on suddenly it is acute in nature and one possible diagnosis might be ANUG (Acute Necrotizing Ulcerative Gingivitis). ANUG is common in HIV/AIDS patients, but is also common in smokers with poor nutrition and poor oral hygiene who are under a lot of stress, often times seen in college students who fit all or most of those characteristics. If it is isolated to 1 or 2 teeth, then it could be an infected tooth (abscess), or it could still be periodontal disease. Some medications can cause gingival hyperplasia which may seem swollen an painful. Dilantin which is taken for seizures, and some calcium channel blockers such as nifedipine, and maybe procardia if memory serves me. Basically, without examing your mouth it is really hard to say. Sounds like you need to visit a dentist. If it is ANUG it is not that difficult or expensive to treat and starts to get better within a couple days of treatment, but without treatment, ANUG almost never resolves on it's own.

What causes swollen ankles and swollen neck at the same time?

Fluid retention caused by excess salt intake can cause swollen ankles and a swollen neck. Usually, a swollen neck is caused by swollen lymph nodes which are caused by an infection of some type but since your ankles are swollen also I would suspect fluid retention. Try severely limiting your intake of salt. Do not just eliminate white table salt. Also eliminate salt from processed meats and snacks.
