I don't believe any disease makes a person hyper, if anything a person is more sluggish because they're fighting an infection. However there are a few social disorders that make people hyper such as Attention Deficit Hyperactivity Disorder (ADHD) and sometimes a lack of focus can seem like hyperactivity in Attention Deficit Disorder (ADD). Activity that could be seen as "hyper" might also appear in individuals with Bi-Polar Disorder or Manic- Depressive Disorder and is referred to as the Manic stage.
