You will have to tackle the problem in roughly three fronts. First is to isolate and treat the patients and close contacts. Second is to stop the spread the disease. Here you may have to tackle the vector or take care of water as in water born disease. Third is to to protect the target. Means to protect the healthy people from attack of infecting pathogen. Also by immunizing the by active immunization or by additional passive immunization in selected persons. This looks simple on paper. But to apply it is very difficult and needs co-operation and co-ordination of government and all the people in the society.
