Think of the bone marrow as a child care facility. Say a cell is being "watched" in the marrow. Well, like children, cells can slip away if the child care facility (bone marrow) is not doing its job. One cell doing this does not always form cancer, but it is a possibility that more "runaway" cells will follow suit. Then, your white blood cells (say the police) try to stop them, but they can't because they have never dealt with this. So they end up tiring out and giving up. That's why people with cancer usually have low wbcc (white blood cell counts).
