I don't know why! Go to a doctor!
Well it depends: I have a painless lump on the base of my neck but that's part of my spine! I'm guessing it is the same for you. But if you're really worried and think it is something different, then you should seek out a doctor's advice.
This sounds like what i have. I've had ultrasounds and biopsies and other tests done and found out its a goitre.. ie. a 3.5cm cyst, on my thyroid in my neck. It's harmless. And blood tests showed my thyroid levels are fine. But i have to keep an eye on it - it seems to have gotten smaller (by like a cm?). But it still annoys me knowing it's there... grrrrr! Sometimes i just wish it'd disappear and sometimes i think about just getting it cut out so there's no lump - however then i'd be left with a scar... so im just gonna leave it.
i have many lumps that dont hurt when you touch them but my shoulder blades shoulders neck back muscles hurt and are verry tight ,lumps are also on my rib cage, they feel weird
You should go and see your doctor, as they will be able to examine them and tell you what they are, and if you need medication for them.

It could be as simple as lymphadenopathy associated with a viral infection, or as complex as multiple lymph node involvement from one of a variety of lymphomas. The fact that these are painless is a bit concerning. So, to be on the safe side, it would be prudent to have her obtain a scheduled appointment with her physician to assess the situation.
It could be what is called a cystic lesion, commonly caused by acne. It is generally a hard lump under the skin located on the face, back, or neck (but can appear anywhere). Heat compresses are recomended. However whenever there is a hard lump anywhere on your body it should be seen by a doctor. Even if it is caused by acne a lot of times antibiotics are required to get rid of infection.
