Snakes rarely bite 'just for the sake of it'. It's a defence mechanism. If they feel they're trapped, or under threat - their only recourse is to bite. Even venomous snakes will be reluctant to bite. Venom is 'expensive' for the snake to produce - and takes time to replenish when it's been used.
The ONLY way to do that - would be to surgically mutilatethe snake, by removing its fangs and venom sacs. HOWEVER - in doing that - you deprive the snake of its primary defence mechanism (and method of subduing prey) !
