This is one of the fundamental principles in linguistics. Ideas are not properly quantified and qualified in words and symbols. Those words and symbols, especially if they refer to ideas as opposed to clear physical items or actions take on different subtleties in different contexts and in different people's minds. As a result, the transmission of the idea from one person's mind to another person's mind is necessarily imperfect and will contain numerous defects where the idea received is different in some small or large way from the idea as understood by the speaker.
