The top number should be under 139 and the lower number should be under 89. Anything higher than that on a consistent basis would probably mean that you have chronic hypertension.
It's normal to have high blood pressure for short bursts (acute hypertension) when you are angry or stressed. That doesn't mean that you have chronic hypertension- unless you are always angry or stressed (then you have more than one problem!)
