well, benign means it is not moving or spreanding at all, it is at a stand still and practically dormant. hoowever the malignant, derived from the root malo which means bad, is the more harmfull one that can spread to other areas.

There is no way for an individual to tell the difference between a benign and malignant cancer. A biopsy will have to be taken by a doctor and then sent off to the lab to determine what it is and if it is cancerous.

There is no any specific demarcation to say whether it is benign or malignant. We have WHO grading system which tells us that only cellular features of malignancy are present. But there is no metastasis so i would say that it is benign with malignant potential.
