The only reason I can think of that would explain shorter forearms would give a weight lifter an advantage would be a shorter range of motion. Someone with shorter arms wouldn't have to push weight as far to reach lockout as someone who has longer arms. At the same time, longer arms could prove useful in allowing for greater leverage or momentum.
