It's true. Muscles can only contract and as such pull against something. Depending on what you're doing the "something" that a muscle pulls against is a lever that ends up pushing, but then the pushing pressure is caused when the muscle forces the lever (bone) to push outward.

But muscle can either contract or relax... that's all it can do.
