It is not. HIV is a virus. It has a completely different make-up from a bacteria. The most important difference between a bacteria and a virus is that a virus does not have the ability to replicate on its own. It needs a host, another cell, to reproduce, unlike bacteria which can reproduce on their own.

Virus are just DNA or RNA covered with protein coat which are obigate parasite and can not divide or grow out side host cells. Whereas bacteria can grow outside host cells The only simillarity between viruses and bacteria are that they can not be seen by naked eyes without the aid of microscope and they both can be pathogenic to human beings
